Modems usually have a powerswitch. Just press the button, wait 1-2 minutes, press it again and see if it got better.

You can set some "things" and this one under first is for clearing "flash cookies", try to remove it, maybe it will help
PS: Most users which are browsing "porn sites" can see their "bad sites" there too, because even when you delete "normal cookies" there are still other "flash cookies" [^.^]

The east coast has been ravaged by tornadoes as of late. Just wondering what is your ISP... been having similar problems.
Also do a ping test on google. If you're ping is fine and webpages load slow it is most likley not your err.

Are you using Firefox? As much as I love it, I've had problems with Flash inside of Firefox. So much so, that I've started to use Chrome for some things, with mostly positive results. Have you tried a different browser?
