random disconnects

hi,
my problem are disconnects, sometimes very often, ping to server is very low(30-40ms) for 1000 packets sent i lost only 4 so its not server connection issue(i hope so) im playing with my friend and he dont have such problem.
when i have dc i can run, act etc but nothin is hapening, when i relog everything is fine for a short time:( i have this problem on win7 and xp
please help
