this is not Blizzard Entertainment and you are not playing World of Warcraft. If you think that the people who bring you this game need to adhere to a user end license agreement (UELA) or any other lawyer ball bullshit, you're greatly mistaken. It's probably not legal for this game to exist in the first place, let alone giving proper rights to it's players.
If you do something unethical (like playing 2 characters at once), you'll get probably banned. If you do something stupid like piss of a GM/Dev, you'll probably get banned. It's all pretty logical.
also, instead of whining on the forums like you are losing out on a game that you're paying for, how about joining the IRC community? irc.forestnet.org / channel #2238

It's totally legal, as explained in many other threads. Short version: Technically, this is simply a mod to Fallout 2, which is 100% legal.
