This gave me an idea to have "brigdekeepers" (those in violet robes asking questions in FO2) found in random encounters.

They would ask questions like:

"Which skill one need to use on 10 brahmin skins to set up a tent?"

"What is the most northern protected City?" etc

I really like the idea of questions, you could get a simple reward for getting them all correct.

Also you could have a bridge keeper for the exit as a village/town guard who asks if your sure your ready to leave.

Why make it just NPC faction? Yes for NPCs with noob quests but there should also be, maybe as important members some old experienced players to teach néébz ho to troll and how they gonna be trolled.

Agreed but they would have to be trusted players that aren't PK'ers

PKers on nonPKers doesnt matter. Trusted yes bt PKers usually have greater experience about PvP and avoiding PKs and griefers. And even PKers can make decent roleplays. I never felt in FOnline as safe as under protection of CS in Broken Hills. :-)
