Its not the plasma(which should be powerfull) problem but crit hits table. But i told it so many times that im not going to add anything more ::)

Yes, laser rifle can crit there up to 50 damage, which is like very good burst, but targeted shooting does not boost effects much.
(ofc, if you forget crazy stuff like 50cal machinegun)

It's not that bad, better if aimed shots were ment for effect not damage, currently it just makes 60% skill penalty to single shots, nothing more.
