Well, if I understood the concept well, Doctor is supposed to be a Skill which requires more "complex" knowledge than First Aid, so why should it not give more XP than First Aid. Maybe not something like 500 xp for every limb healed, but around 200-300... you know, around the max XP you get from First Aid.
Not sure about pc, but healing npc gives you 50 xp per succesful damage healed.So if you manage to heal 2 crippled arms at once, you get 100 xp.
Well, healing weakness of PCs is probably the most common use of doc skill, and it doesn't give any exp, that's for sure.
You heal weakness to give FA.
I fail to see any difference between "healing weakness" and something like crafting gunpowder and metal parts.
For weakness 50xp would be after all you will get more from first aid. About the other damages I think the ones you posted first are ok.

Well i can see differences. One that seems most significant to me is that using doc causes a cooldown (pretty long on low level) while crafting gunpowder or metal parts does not.
You get a cooldown to remove a cooldown.
