How to make a bigger population in other towns

We all know that NCR is the biggest town in wasteland (counting players not npcs of course), and most of the time it is kinda overcrowded city, so my solution is to help people to travel to other towns, like Vault city, San Francisco, Boneyard or any other town but i would suggest only these. So the idea is to make a vertbird taxi. The taxi place should look like a vertbird and a pilot standing near the copter. You enter to a dialog with the pilot, and you can chose locations in chat, you chose one he says you the price and you pay up and take the flight. The flight should be simple teleportation to other taxis place in the city you are going.

So what we could achieve with this?
Well i think people like a doctor who are shouting and flooding chat in ncr with something like "buying biogel or meat jerky" could just take flight to their destination and take the material they need. People would travel more and would bring more action in other towns.

Will people lose interests in scouts?
No, cause only one person can travel through taxi, if friend wants to come together he has to pay too, so it will cost nice amount of caps for a taxi travelling group.

So what do you think about the idea? :o

the only way to make other cities attractive is to make them good at something, which is connected with my other idea - the starting locations. While creating the character you should be given a question like 'what more or less would you like your character to be' and there are some options like 'policeman, medic, trader, gambler, prostitute, drug dealer' etc an each one of those archetypes is connected with one city eg gambling, prostitution - New Reno, trading - some town with a great amount of traders or a trading guild, trapper - klamath, medic - eg vault city, or some other town that will be specialized in medicine. Creating some guilds, hospitals and other places that will gather people from one profession where they can learn, buy some ingredients, gain some exp using their skills is a cool idea imho. What do we get with those few changes?

- poeple dont start in random locations - we know that you all will travel to ncr or first some other place to shovel your destiny
- people gather in other towns because they need to and want to, nowadays no one will go to klamath to trade his goods nor lets say san francisco because he knows that 90% of the population is in ncr/vc or killing themselves in some pvp locations. From now on a trader will know that if he wants to sell some medicine ingredients like fruits he needs to go to VC.

maybe be able to build turrets in the city, hire punks, raiders and such to help keep an eye on the town.

vedaras:
defense of towns isnt bad, even in unsafe towns you get rarely get attacked now, but travelling to them causes a problem to many weaker characters :>
