Yes you probably can port nicely FO2 stuff to Fonline engine. I haven't really checked SDK, but probably best would be to get some FO2 related libs, extract stuff and convert it to fonline scripts. Without code generation and conversion it might take ages to do stuff.

The problem is that Fonline engine has nothing in common with original fallout engine (only uses same graphical files). So the scripting languages are very different (and not only the languages). Original fallout language is something like Pascal and the fonline language is similar to C++, so I doubt creating an reliable script converter would be considerably less work than creating the whole F2 from scratch.
