can i save perks for higher levels as in F2 ?

using character planner i found out that it not allows me to save perk from lvl3 for higher levels where i could take something much more useful like second lifegiver or third more crit.
is FOnline acts same?

and another question: which would be more useful for turn-based non-drugged single-shot sniper: 3d more crit. or living anatomy?

Perks don't stack, if you got a new perk with a level up and didn't choose the previous perk, this one will be lost.

thats absolutely certain and that's unlike in fallout 2 ?

You can save perks till 1 level before you get the next perk.
So you can save a level 3 perk till level 5. At level 6 it's lost.
You can take a perk after applying skill points.
