Then I hope they will make Sha Enin mortal again, so then I'll visit NCR once per 2-3 hours just to make him dead. But still NCR.. it's so nice city, one of the best for abusing, if people will stop visiting it, I'll have to move to VC and start everything there.

its not the same in vault city. You lose reputation for attacking citizens. Vault city is designed to be the capital of wasteland.
