Badger:
NPC doctors are way too expensive. People need an incentive to use them. Maybe a temporary HP buff if you use them to heal? Nothing enormous, just an extra 10-20% HP for the next hour. Be a good way to suck money out of the economy.

Or nerf player healing abilities and remove magical free FA, you can't bandage yourself with air and remove holes in body with one hand move, in original Fallout pure FA without first aid kit healed 1-4 HP and can be used only 3 times per day, so you may heal 3-12 HP for free if you had normal/high FA skill. If FA will require resources, but less than NPC, then doctors in towns will be used frequently.

well when i see someone needing medical experts first thing in mind is that they need them to remove radiation not fa or doc.
