amatuer doctor makes kitchen cleaner drugs, while pro doctor knows how to make higher qaulity product?

Nope, he means that a Doctor lvl 3 has a chance of creating a stimpak that heals more than a usual one, but a doctor lvl 2 due to it's in-experience has a chance to create a stimpak that has a bad side-effect or something like that.
