you need to finish the briefcase quest ... after giving it to Metzger you need to go to new reno and talk to the questgiver.
once the quest is done you go back to Metzger and talk with him..

I finished that quest on Tuesday night.
And it gives me, there are now 2 gm and are seeing that is broken.
