theres few different specials from what i talked with samira ages ago she mentioned that to find 3 basic encounters (howtizer truck, small bomb shelter or family grave in caves) you need luck (not the stat you just have to be in right place at right time and you get in it) for others (she didnt mention which ones) you need special circumstances like game time, quests you have finished and so on

Just can speak for me, but it seems nothing determines the chance except high outdoors.
It will probably not give special enc a bigger chance to appear, but you can travel faster
and skip non special encs, which gives u kinda higher chance to come across special one sometime.

I play since like 3 wipes now, and had 2 special encs. Both were small bunkers with weapons and stuff,
and i found first with 6 Luck BG char, 40% OD. Second i found with 1 Luck leader, 150% OD.
