First of all I'd like to write that if any other lady will feel offended during reading this, or generally about the whole idea, pleas send me some PMs and we can discuss it. PMs, get it? haha eh..
Ok, so let's get down to business. Prostitution is one of the most significant elements of fallout universe. If I had to describe fallout in three words, they would be Vaults, Stimpaks and Sex. Unfortunately whole sex life in fonline can be described as my *lick* trick in NCR, because you all guys are too busy being awesome minuguners to roleplay. Nevertheless I came up with an idea, which this time is more than just a seed of wisdom. I must already warn you that there will be some numbers BUT!~ no statistics, because I suck at statistics and build in fallout generally, so if someone is so cool and bored to write some of them down, be my guest, you'll get a discount as soon as devs put this thing into the game.
So, let's start from the beginning shall we?
First of all you have to be a girl. Yep, that's easy, I guess. Next thing you have to meet a Pimp Lord. He's like a master pimp of all pimps, the omnipimp, you name it. Why, you ask. I tell you why - they don't like competition on their streets. You sell yourself you pay some to the masterpimp, those are the rules. Otherwise you'll end up with cut face, and we don't want a cutie like this being cut, right?
So you find the right guy or girl and you leave your application.. nah, kidding, you just show whatchya got there. Translating it to the game language, your stats are checked. I'm not ready to write all the stuff right now, so I'll just give an example on New Reno.
SEXPERT I a.k.a New Reno Vampire: Rules are simple, you can suck only during the night.
Requirements: 5 EN 6 CHA 60% Speech (speech as combination of actual diplomacy + seduction etc)
at this level you are a total rookie so you have only one lame technique called 'rather passive intercourse' which is lame FYI.
now to get new perks-techniques you have to gain some experience. Job experience. For every customer you get +1 at your Pimp'o'meter which is nothing else but a new statistic in your 'KILLS' when you press [c], you know the character sheet or how it is called. Nevermind. So you get those numbers there, it shouldn't be hard to put into the game, but I'm no expert. Back to sex. Every sexpert level has some unlockable perks-techniques as I said before, for each to gain you have to have a number of those points + some money + maybe some extra items like jet. There will be few master prostitute/pimp npcs all around the New Reno who will teach stuff, give quests and sell job items. Let's say for the beginning that each SEXPERT has 3 unlockables.
LVL 1: Mega power handjob, Oral Crit-shot, Vault 69. Something like that. But it's all started to be confusing so lets order it somehow.
while having SEXPERT 1 you can talk to some common npcs all around the town, or other towns during the night. Some of them will want to have sex with you and that's where you come in. For every sexual act you get an ammount of exp and money and positive reputation depending on your: SPEECH % and CUSTOMER LEVEL. What's with the custromer level thingy? If you are a total noob, only some let's call them peasants, will want to have sex with you. Sometimes a guy will tell you 'I want a blowjob'. A blowjob is better than no job - yet you have to know how to do it properly. So, the more techniques you know the more customers you have.
BONUS INFORMATION: You don't need CHA to have sex with ghouls, yet you need some to become a prostitute. You need 5CHA to have sex with men. You need 10CHA to do girl. Sex Appeal perk gives you +40% speach for sex purposes and lowes CHA required for sex by 1. What a deal!
Sex has cooldowns. This is based on IRL experiences, don't believe me - don't sleep on your biology classes or read some wikipedia.
Colldown depends on the technique used and you END, maybe some special perks too, like Kama Sutra Mistress, which will reduce it.

SEXPERT 2 a.k.a. The Daybreaker - another vampire reference, don't worry there will be no twilight, I promise. (Ok, maybe while talking about some male-gay-prostitutes, but that's not my cup of tea). You can sell yourself 24/7, you can interact with other players, more techniques.
Requirements: 5EN 8CHA 100 % Speech, Pimp'o'meter: 100
Now some non-npc interaction. You can sell youself to other players. Again, they wouldn't do that for RP purposes, and a prostitute isn't crafting anything so I came up with an idea taken from fallout 2. Sex will boost stats. And yes, each technique will boost some other stats. Yet there is no way to boos your luck or charisma via intercourse so we have only 6 basic attributes = STR, PE, EN, INT, AGI. You feel stronger after dominating in bad. Lol. Your senses are strengthe. You feel very tough. You are no longer stressed so you can think clearly. You did things you didn't know you can do, you feel like made of rubber. Etc
There are more perks than stats so there can be some +3STR -2EN combos for those SEXPERT 3 techniques. Now some players will like to pay to prostitutes for those semi-drug effects. Did I just say semi? Ha! Sex is addictive too. Not sooo adictive, yet there is a small chance depending on prostitutes CHA and clients INT as a willpower. Isn't it awesome? Yeah it is. How to do this? I have two ideas. Nr1 - use a condom on someone, he gets a YES/NO box, same goes if someone uses condom on a prostitute. Second idea, if you are SEXPERT2, while rightclicking someone you have the 'face' icon, like when talking to npcs. After that the person gets Y/N and the dialog box opens where he can chose which technique you should use.
SEXPERT 3 a.k.a. The Courtesan - Now we're talking. You work for Miss Kitty. You are elite. When you enter a town people throw flowers. Guys like Metzger, Salvatore etc order your services. You can have your own pimp-guard. That's right dawg! a P.I.M.P. Word. You can star in movies.
Requirements: 5EN 9CHA 140% Speech, Pimp'o'meter: 250
There are many type of pimp-guards you can hire for free. You just need high rep with Reno Sex Workers + high pimp'o'meter score.
Assistent Pimp - leather jacker, 10mm, jet
Pimp - lether armor, 10mm smg, jet
Tough Pimp - metal armor, combat shotgun, jet
Boss Pimp - this guy in front of the casino, some great stuff, jet
As I said, I suck at statistics. You hire them in Reno, when they die you can get some new/they respawn sometimes. The thing is you should not pay for them.
additional Daily/period Quests:
SEXPERT1: - Go and have sex with 10 people from XXX city. We need to spread our name there.
SEXPERT2: - Collect money from other prostitutes
SEXPERT3: - *SOME IMPORTANT GUY* wants your services, go and pleasure him

TRIVIA:
- When having sex with a male man, you need to have some condoms in your equipment. They disappear after the intercourse. If you don't have them, there is a 3-25% chance to get a STD which a) will lower your stats until cured b) can be given to anyone else you have sex with, yay!
(WAR HOOKERS - sent on the battlefield to spread the disease muahahahahaha)
- You can buy condoms for 10 from an npc in New Reno
- After successfully having sex with an important person, you get something like VC citizenship, so guards are on your side
- Ghouls are so desperate, they will pay you 5x the normal amount of money - yet you need a Rad-X or Rad away in your equipment to do the thing
