Ability to Trade what is in Your Hands

Simple, the ability to trade with what you have in your hands.  So for instance if you have 10,000 caps in your hands, you don't have to put them in your bag(inventory) just to trade them with the merchant.

I don't think this should change the fact that you cannot steal what is in a player's hands.
