Why the fuck do you put enclave everywhere? Can't you see that it's not working? There already was PvE event like this at Sierra and what happened? People were running from enclave instead of fighting because nobody wanted to get instakilled. Not a fair fight. I'd rather make it just like a "Tower Defense" in StarCraft - at very first lvls critters are pretty low lvl so people could warm up before real enemies. We also could check wich enemies are appropriate for 21 lvl max chars.

Enclave troopers
The difference is that in the original fallouts players were wearing power armor and thus indestructible.

Unarmed: +AC(active sneak should boost AC as they are "less visible")

how would you suggest they do that? they can't use turnbased because everything would be turnbased, and the respawn area would be full of people trying to get out, and besides, the ranged ai is so dumbshit in turnbased, so you can practically defend ncr yourself if you have 2 action points left afther shooting...
