More aggressive actions of NPC fractions

Neither from fractions controlled by the NPC is not involves into the fight with those who control the neighboring towns.
 If it was changed: NCR attacked Den or Enclave on Broken Hills, they did not have worry about the control over the town.
Minor raids on crew defending the controled town.
Always in order to be more aligned fighting among fractions controlled by men.
I think that this make the game more realistic and more interesting.
It will be great to see Enclave in action

From what i understand this is the case once npc factions are finished or somethin.

Nothing changes except that those with the city will have encounter in town.
      Just some Enclave, or few NCR. NCR hate slavers and They Will most of the time attack Den.
       NPC's is nothing gain and nothing to loose , the faction that guarding a town will have something to do.
       They lose maybe some people in fight hehe
  
       No time for PK !!!  busy, busy, busy.

NCR Rangers hate slavery, not all of ncr.

And how about BoS NPCs attacking Navarro, ghouls attacking Vault City?

AND how about animals attacking any town? Like a few deathclaws attacking Vault City, or some geckos in Modoc?
