Damage Resistance (DR) and Energy Weapons

Hi, does Damage Resistance (DR) applies to  Energy Weapons or for therm only specific Damage Resistance type applies.

I mean, if I have Finesse and the target has no armor (no laser/plasma resistance) and I shoot laser - will it take all damage?
And if I have Finesse and the target has metal armor 2  (laser 80 resistance) and I shoot laser - will it take 20% of damage?

Finesse adds 30% DR to your opponent.

Opponent will take 70% of the damage.
(0% + 30% = 30% less damage, 70% of normal)

Opponent will take no damage unless you get critical bypass. (80% + 30% = 110% resistance)

In other words, Finesse and Laser weapons do not go well together.
