I recommend Klamath, that area is quite literally built for new players. It's unguarded, but nobody ever goes there, and the quests give you a constant supply of respectable gear in exchange for PvE loot (gecko pelts).

if you are rookie i expect that player wants to join encounters were there is good force and some weaker bad force from which you can get free loot. Well near vault city there are vc patrol, new reno, bh caravans which will give you free loot from strong slavers/raiders/highwayman/robbers/crazies/ghoul crazies/scavengers/ghoul scavangers aint that bad eh?

Also some very profitable encounters happen one square east from reno, where you can encounter vc caravan, homesteader, hermit vs gang/yakuza/mobsters and if the fights turn out, you receive like 5k of loot (if you turn yourshit to renessco and eldridge).

Redding is good in this too, homesteaders/prospectors fight against trappers who are also friendly also vs bootleggers which almost 100% gives you free loot.

Also there are few good squares above junktown, where mutants fight against ncr army, and their strength is equal i think, so usually  it brings you much loot :>
