Raiders Faction idea

There should be rooms at the Raider bases, except they would be in the form of lockable tents.

Also- I have never tried this, but if you TC as a member of an NPC faction along with other members of that same faction, can you actually TC?

It would be funny to see "Raiders are taking Broken Hills" flash on the screen.

Raiders don't control cities, they just raid them to steal what the want/need.

Enterprising Raiders may wish to "Farm" by expanding hit and run tactics to a collection racket.

A kind of free Semi-hotel function for NPC factions is in the old mixing pot for the wipe. Will have to see how it ends up, as I'm not sure myself.
