Getting professions under influence of drugs

Will drugs influence profession requirements checks for my SPECIAL?
For example, will I get Armorer 3 if I have ST 5 and just before engaging the trainer, I take buffout to get ST 7?

yes, you can use drugs to get proper stats and profession level.
