no, you raise repair only with skill points when you gain a lvl and you can take Mr.Fixit perk
there is no such profession as repairman, other professions you can only get from NPCs, check wiki for details

On topic: I don't know, most likely not, like, look at the doctor/FA bags/kits, they don't affect the CD, so it is something like it only affects your "skill" or chance to do something. Haven't tried anything like that with professions tho.

Short answer: No.

As nexxos said! Unlike the skills, the "special" requirements for Professions can be boosted with drugs to get a profession.
For example if you have only 3 strength, and want to learn Armorer 1 (requirement 4 strenght) you can just eat a buffout
to boost strength temporarily to get the prof. Especially for "Charisma 1" chars thats important, as they can boost their
charisma with mentats to get several professions.
