i can carry 24 with this character and i think its enough
for example metal armor mk2 16 + sniper rifle 4 + 66 .223fmj ammo 1 = 21 and 3 left for another little random stuff

what do you think about this build?

take Doc Skill instead of FA, coz if you get hit in arm and it make you crippled you will be fucked

And you forgot the main perk for snipers... better criticals.
Also take Good Natured instead of Bloody Mess.

what do you mean about 231 sg enough?
good natured? nah. it decreases 10 to my small guns skill and i need that 10 for starting peroid. i already have a -20 or -40 for usual weapons penalty to my hitting percent so ill balance it from small guns at starting. any other advices?

also: im curious about better criticals perk, can anyone enlighten me about this perk?

Better criticals makes critical hits 20% more effective, meaning more damage, better chance at bypassing armor, knocking down, knocking out, crippling, etc.

should i make luck to 8 and pe to 10 and i dont need sharpshooter perk

I would actually take out a more criticals and replace that with better.

10 luck and 2 more criticals has crit chances of
80% eyes
60% head
50% groin
50% arm
40% leg
20% torso

Compared to the 8 luck and 3 more criticals
78% eyes
almost 60% head
50% groin
50% arm
41% leg
23% torso

TBH the builds basically come out to the same thing but i always trust in 10 luck with a sniper character.

en 6 per 10 so i dont need sharpshooter perk and i can get %85 eye crit
but i will have 169 hp at level 21, is it enough?
