Yes, but you are still in world where NPCs all look the same, so giving some clues is necessary.
And to be honest for fresh player some introducary quests should be obvious - just like F1 "travel to V15" or F2 "temple of trial"

Done. Just did NCR, Adytum, Hub and Redding for the hell of it.
