Yes, smiply metal armor of black male is so heavy, so he don't want to run in it! Also he wants to look cool, so he's always slowly walking to his victim, that's the only reasons why they can't run.

Yes, because that's the only black males who can run... vault dwellers and metal guys can't.

OP. If you want to have nice dark-brown skin, ask a GM to turn you into a model called "black vault dweller".

Pros: You are black. You've got what you wanted so I guess this is a good side of it.
Cons: You can't run, wear armor, nor can you equip weapons or bear arms.

Why: BVD was originally a character met in a special encounter in FO2 that worn just a blue jumpsuit. There were no weapons to be found in that encounter, so original devs may've decided that BVD wouldn't need any of those abilities. And it stayed that way.
Moar: This set of affair appears to be racist. Black vault dwellers can't run (which is contrary to logic) and defend themselves. The only black models that can do that are that guy who promises you a GECK in Modoc and the caravan master in Hub (same model btw). But they still can't equip armors or run.
