reputation decay and "unliked" factions

so basicly im screwed.. i resign vault city becouse i had to to gain access to energy weapons profession on the navarro then i found out that im already maxed out on professions and i resign from the enclave faction.. without vaul city i have no source of incoming.. istn there a way to gain positive rep with VC?
