Only trade time limit if someone else is trying to trade. + longer time limit.

Barter skill does change it.
My 9 CH build has a barter skill of around 50 and has around 50 seconds of trading time.
30 seconds seems default, I'm guessing that at some point higher barter skills starts to count.

This part, I agree 100% with.
For the other part, 30 is fine beause you can raise your skill level.
But the part I quoted is a pure great suggestion.
