There is not any specific encounters to find sniper rifles; BUT you can find sometimes Mercenaries in caves, who have sniper rifles and 14mm pistols with 60% deterioration. i found one a bit north of Vault 13 recently. So you'll have to check caves (watch out for them Deathclaws, i hear they can rip a man in half in a flash)

I'll check it out and hope to find some loot. And not a Deathclaw breeding place :)
