Make New Reno Guarded City

I would be interested to tie Reno very strongly to the faction system. If you're a member of a Reno family, nobody will touch you, because they'd also be pissing off the NCR (in the case of the Bishops), the Enclave (Salvatores), the Den, maybe by extension the Slavers, Redding, and by extension anyone who's a jet head (Mordinos), so on. I think it's foolish to interpret Reno's lawlessness as anarchy. It is just tightly controlled by criminals, and and they like their system. You throw that away, you've got a bunch of pissed off nutbags with laser rifles and private armies and ten foot constipated mobsters.

Edit: None of this applies to the Wrights as they are so useless and I love them for it.
