Remove Better Critical perk and you'll see that they're not that powerful. That imba perk worth does much more than 1 perk slot and especially on 9th level. Even with "Man of Steel" perk, which will take ANY character (may be except for major faction snipers who are protected by thier tank friends and always have huge distance between them and targets) snipers will have +10 to table, of couse this perk will half a chance of >100 roll what is really good. So it'll be another must-have perk, forcing everyone to have 6 ST.
Instead of nerfing high tier weapon they boosting low tier and instead of nerfing criticals they creating anti-crit perks which will be taken by everyone anyway except for crafters.

To not look like full offtop...
Numbers in 1st posts says in other words this:
Make finesse stronger than now, because it sux.

So it's just suggestion of boosing less popular trait than others, so it'll be more widely useful.

It makes the combat triangle... Snipers > BG but Snipers < mercs. Well, just take a look at this picture. IMO it has to be like this.

Exactly, BUT, there are the inbetweens.

Unarmed, energy, explosive(not really existant but fuck it).

Unarmed/melee pwns Sniper/energy because they generally are super tanks that cant get crippled or knocked to shit.
Sniper pwns Energy, explosive, and BG for known reasons.
Energy pwns bad armors but is mostly just an easy to get weapon.
Explosive could be used to pwn mercs ( ;} )
BG is.... different.  ROcketlauncher is a majorly tacticaly weapon all on its own.  but both miniguns and rocketlaunchers pwn mercs, and rockets are good for Massive damage against a spawn team or a/window fight in general.
Mercs can pretty much pwn evreything because they can use all weapons at the same time but with some serious AI problems which handicap them immensely.  They are also extremely good sneaker hunters :)))))
