Now it easy buy a base, and seem that the names are taken in few time.
So I suggest a maintenance cost to be paid every week, so maybe less base would be taken
(maybe a npc of the area government appear asking for the caps vault city patrol near vc or modoc;
enclave near redding , Den or Klamath; Ncr rangers in the south)
cave , depot (buy) 20 k / upkeep 2k
gas station, trapper camp (buy) 35 k / upkeep 3.5 k
Scrapheap (buy) 50 k / upkeep 5 k
outpost (buy) 90 k / upkeep 9 k
Upkeep require a more steady gang, the name of base not upkeeped return avaible
for the joy of the new players

No. There's no good point.
First off, this would just be another type of "Food and hunger-type system". By this I mean, it would just give disadvantages if you don't do whatever the required payment/activity is.
Second, the only reason people had so much money is due to bank interests this session. That made this session screwed up, but it shouldn't make another feature on that.
Third, there are some [distant] plans for hotel rooms to be expanded, and that is where a timely fee could be implemented, not to a hard-earned base.

I like the idea that non-visited/non-maintained bases would go away and the respective name would be available again.
I guess that was the intention behind the suggestion.
