Yes,
18 AP = 14 AP after jet, and  4 AP from 2x bonus move, so 18AP effective.
This is what people mean in general when they talk about 18 AP builds, this session.

I don't understand either , just increase doctor cooldown twice and let it use in combat otherwise big gunners have almost no chance against criplers in TB.
When i was at level 14 maybe  , i had like 111 hp and you know what i got executed by 2 snipers with 40 hp in tb with hunting rifles with scopes , just FTW.

I remember this cool perk from Fallout Tactics: BOS , one deathclaw had it it was like cripled limbs have less effect on you but you can use stims while being cripled.
Give bigguners some way to counter them :(
