why i can not buy the redding base?

Samaster:
Today i tried to buy a 70000 base in redding, and there are two friends togather with me. Both of me and my friends had no faction. Ahtough we brought enough money and i am sure my friend tagged me when i speak to the NPC, we can not buy the base. i don't understand because refer to the 2238wiki, it said "Talk to the trapper while a few members of your gang (Two or three) are arrowed on you and very close to the trapper". Is that means i need to get one more member?

Also try dressing as Trappers.

dressing same to the trapper is needed when buying the base?

try getting GM to join as extra member, I remmeber having to do something like that

Make sure noone of you joined any NPC faction, like Vault City.
