what is the meaning of "Explorer" perk?

Yeah, that's why I gave the Version 2 about the ability to find less useful items but be proud of it and have fun.

 How about if it gave a very small chance to find a tent/car. If you explored the wastelands enough you would be bound to find these things. It would have to be a very rare chance so it wouldnt be abused by alts but it would make people think twice before setting up a tent in a high traffic area. Hoarders would want to keep guards around too.

How about it doesn't change the speed, but reduces the penalty (not completely) of the terrain type
