Ban radio spamers and trols

Right. So you want people banned for bad behaviour and flooding the radio? Let's look at the situation: we have a common radio channel where anyone can scream whatever they want. Even in reality people call prank calls in for example emergency lines. What do you think would happen in a common channel easily accessible for everyone in a place like wasteland, inhabited by lunatics, mutants and robbers?

Yeap, but in reality you will be fined or even jailed for prank calls on emergency lines or harassing private lines...
but ok, you got a public channel here, just like you got CB radio in real life, but you don't have people shouting "shit, ass, LOLO"
over and over again...

I get it, public channel for all and for what purpose you want, but there should be some limitations of acceptable behavior or just radio use limitations like number of uses per minute.
My point is not to create radio moderators but anty flooding system, maybe something similar to what already is with doorways. You get warning when you post message after message and finally get baned for, lets say, 10 min.
