Where are the places new players start? NCR and Hub?

Here's a thought, how about we colour code town safety?

Green = Guarded
Yellow = Unguarded
Red = Mid TC Fight

As for your 'losing everything' problem, I guess the solution is more hotel rooms. I haven't a clue if they're working to expand that. If buying a hotel room was tacked onto the "Go to the nearest town" quest when you make a new character, new players would only have themselves to blame if they lost their stuff.

Won't help. There are games with new player protection and even then people complain that it's too short.
What comes to disabling pvp for low levels it would lead to players creating level one scouts that can scout enemy positions and nobody can stop them.

Well, this isn't so much about new player friendly but when you get close to a guard, or a hub patrol in an encounter. They attack you, and for most new players you cannot fight back. I think this should be removed in general, it is a dumb function of the game. It doesn't make any sense. Even if you have a weapon off its hard to even trade with the merchant without 'getting too close

It makes perfect sense and the guards even warn you first. It makes sense because otherwise you could plant explosives next to them or steal from them. Encounter traders trading with players isn't implemented yet.

Til level 3, I don't think you should lose the items you have on hand, and your armor. I mean, if I had just gotten some good stuff as a noob just to lose it all and start over, there is a 'ragequit' tendency. I understand that this game wants the 'hard life in the wasteland' image. But it's hard to even play when you die and lose everything you work for every 10 seconds. Higher players have back up things at their tents and such, we do not.  When we die we are back at rock bottom, no caps, no weapons, and its hard to even get back to the hub without dying again.

Admittedly getting the 10 hides in the beginning as solo is one of the hardest task in the game. And it's even harder for new players who don't know the best way to get them.
In my opinion new players should just read guides and manuals which are plently, because getting 10 hides is just a matter of playstyle.

I don't really understand this.  Since wipe, I've had maybe 10 encounters that players have dropped in.  And they were all right near towns, mostly by NCR.

I just rolled a new guy, spawned by VC.  By the time I got to the Hub I had 1200xp and definitely never saw a player other than in town.

Maybe you're playing turn-based?   That's the only thing I can think of, because TB encounters take a lot longer and its more likely that a player would drop in.

Also, if you get PKed, just try again.  Chances are you will get at least to a closer spawn point to wherever you're trying to go.

They start around VC and Hub I beleive.

This is funny, whoever wrote it, had no clue.
Youngsters like 14-18 will have no problem with stuff being frustrating, however older guys will eventually give it up, because they cannot waste hours for just several badly scaled encounters or players killing them.
