Indeed it would, especially if your a mutant, who cares if you have 600 hp if a human sniper simply shoots, backs up a tiny bit and shoots again, you can't escape or see him  ;D

It has also been discussed in more than one thread. Developers are not going to implement ghouls/mutants races before 3D era iirc, and the topic linked by Wipe will be re-opened when it will be the case.
