Perks - Which ones are useless?

Fallout tactics anyone? As FoT had RT/TB too, they made effects for both too. Bonus move in TB allowed you to move 2 hexes for the cost of 1 AP, but in RT, you just moved 20% faster.
Bonus move: You move 15% faster in RT.
Quick pockets: Faster stimpack using animation or any other item you have in inventory and you are using.
Earlier sequence: Sequence still needs to be implented in RT. Needs overall balancing.

But we can't control movement speed individually, its a global thing. We don't want to create an alternate system of animations just for one perk and theres no need to shoeshorn sequence into RT for one perk either.

With 3D will it be possible to make an additional critter skin that will use the same skin color, cloth/armor model dependant on character/items equiped, with the same animation set, but who will move a bit faster from hex to hex, and have running/walking animation hasten?
with x1 Bonus Move your character model will be changed to alternative model, and with x2 other one.
About sequence, then it can be removed totally and simply make turns in TB totally in random sequence.
Or just add "TB pwner" and "PvE alt" perks that will give to character all these benefits in one perk, so they don't need to waste lots perks on them.

In a mmorg, everyone need to be at same speed for practical reasons.
