Correct. Higher PE helps in the detection of theft, but the Steal skill only helps you to steal. So no Skills affect theft detection.

Just be awake and move like a ninja if someone try to touch you, they need to touch you(animation) 2x to steal something from you;)
Its not that hard, at least not for a true ninja

No isnt, with 6 pe you get emty inventory in few seconds.
at least 8
