I don't know if x'il (who made these) uses the 2238 forums (maybe under a different name?) - but as it's a definite custom critter, it'd be polite to ask permission to try and copy it, and to credit him for the idea. If we do want this doing, maybe someone knows him already from Fallout 2 modding and could ask on my behalf?
Anyway, it looks really nice - and I'm pretty sure it's only a few tweaks to the existing duster coat / NCR long coat model to get something looking similar. I'd like to do it if it's useful, and okay with original author.

I'm pretty sure anyone of the developers can do this. Most of them are experienced and well-known people in F2 modding community.

I already asked him last year in regards to the 2238 game. Yes, you can use this armor (it's just 2 animations) or create a new one on its source.

Back then ofcourse the 3d-ification wasn't as well developped as it is now, hence his negative opinion on someone completing it the 2d way.

Pretty much, yes. I believe that's the plan anyway.
