A feature that can't be prevented from being abused has to be removed from the game. Also I remind everyone that militia was added at first (iirc) to prevent bluesuit gangs to start countdowns to take a town and then leave, as it happened very often. Now we have gear-checks on TC, and also this blue zone we have to stay inside, so militia doesn't serve anymore its initial purpose - it serves none, except the one of grief, everyone can agree with that.
Redding project was, as you said. I saw cryofluid's posts saying it was impossible to set it up too, so that's not a valid argument. Right now, you don't see any RP project helped with militia - just log in. You'll see bluesuits camping entrances with gold nuggets in their hands.I agree that militia is somehow a good idea but the way it is implemented it just not the proper one, as it helps players to grief. Maybe it should be linked to "population happiness" in the controlled town or something.
