Those have been around for a long time, just a little rare item. It has no actual purpose, just like a lot of items you can find in caves, like condoms.

When someone is caught stealing does the "Has been caught" message come up once for each attempt or for each guard who spots them?

one guard say like [], seems like [] is interested in your Propesionts (dunno how to spell)
the guy who had the stuff will get the message [] has tried to steal from you. or [] has been spotted by guards while stealing.
just don't shoot if you aren't 100% sure, really...
