Does the barter skill work??

It works. I haven't tested it thoroughly though.
It only works on items which the merchant has no interest in, like drugs with Sha Enin.
It will also work on traders like FLC people and the ones you can rent a hotel room from.
Best stuff is available at traders with fixed prices, so I wouldn't put points in the skill or create a high charisma alt for it.

i believe a small red circle indicates a distress signal and i wouldnt advise visiting if you were on radio channel 0.

Not possible. Create another alt or remake your character, sorry.

If it's the mibbit, it can be the reason perhaps, try to use chat.forestnet.org. There is quite high chance it'll help.

You can use every weapon, but you will get a penality on your to hit chance.

-20% in to hit chance, for every one ST point missing.
