Crazy:
Toughness is not so good, I would go for stonewall but would forget toughness.

so. before resign from vc i have +1k carma VC citizens +1k countryyard citizens, resign - boom -2k and +500. i hope i ll have -1k with vc. is it bug or feature ?

I can't drop awareness anymore will not be perfect but still awareness is good for tactical play( Especially in turned based ).
Something wonderful came in to my mind reading your post , now thats why i like to discuss.
Now here this if i take toughness 2x i have to use jet to get those two extra AP , BUT jet drops damage resistance by 15% ( destroys toughness bonus and goes into minus ) + jet gets you addicted + jet causes my str to drop by 2 ( forces me to pick up weapon handling or another drug buffout or psycho(witch lowers perception)) ,
If wiki is right on what jet does then action boy.... no drugs needed + no addiction + doesn't force you to pick up another drug or perk to hold your weapon + your damage res doesn't go into minus , but dont have stonewall(thats kind of bad) or 2x bonus ranged damage(only 1x)
But in both ways my damage res is nullified so maybe il not be a tank :)
Conclusion Jet sucks (or not) still kind of blurry whats better , maybe this will be useful to someone.

does Bonus Rate of Fire affects aimed shots?
also i think thougness is good for pve, but its not nice in pvp most people will hit you by 100-200 so, whats the point of -4?
and stonewall... i put stonewall in my very first char, i was 6luck and most idiot ghouls kill me very easily "knocked down and knocked out" so its useless as i see
better put cautious nature, you will spawn in encounters far of the center and this will give you better probabilities of run like a heck, or fight, depend of the circunstances
take 2toughness and stonewall sounds fool, exept if youre in TC, if you dont those perks are waste, what is the purpose of your char?

It's also -4 on each bullet if its burst...It's all the interest. And don't forget the 10%.

Luck is useless with stonewall. If you have low endu, stonewall is useless. Stonewall is good from 8 to 10 endurance. 10 endu with stonewall=no KD, and half less KO.

I personally think it's shitty perk, if you are fast, you will be able to run anyway, and be able to kill everything if you want anyway. NPCs rush you like fools, so if you fight, you gain what, 2-3 secs?

Like said above, not a waste. For PvP they are usefull, and even in PvE with the right char.
