ok so I've completed 2 quests for BoS and now I have to talk to the quartermaster but when I talk to him in the Lost Hills bunker no dialogue box appears. is it a bug?

Dr. Wasteland, it's not that bug. In that bug you showed, he says the quartermaster has Flamer under EW, but under BG he has laser stuff. I encountered the same bug as zubrowka. Posted it, don't know what to do :P

After seeing the bug reports, I think I can help.
1) If you're trying to finish the scorpion tail quest and can't, first make sure you're at a city bunker and not Lost Hills. (Actually, at this point, none of the quests involve LH except for getting BG [3]) If so, most issues here result from a character that was in the BoS before the restructuring. Try doing the same thing with a newly created character. If the issue persists, let us know.
2) About the quartermaster: again, the LH bunker still needs work. The QMs in SF, Den, and NCR can handle you.
3) About the EW/BG mix-up, fixed for future update.
Hopefully this solves the problems.
