Looks like you have not unpacked misc folder from Pure Evil Interface v8.rar
Fonts for requiem have different file names, not like in /fonts folder.
Make sure you have those files from rar archive in your misc folder:
\data\art\misc\fnt_big_num.bmp
\data\art\misc\fnt_num.bmp
\data\art\misc\fnt_num.fnt
\data\art\misc\font0.aaf
As for black stripes on worldmap, it's Requiem client limitation. If map area is under other interface elements, requiem client ignores buttons.

1) New global map with nice clock
2) Added all resolutions support for Requiem (however client bugged even in 1281x*), so only usable are: 800х600 1024х600 1024х768 1280х800 1280х960 1280х1024
3) Something here something there
4) For TLA & clones you no longer need to change ini - already changed.
