Fallout D20 - is fan-made on-line RPG, based on NWN2

I believe they will have no problems with Zenimax or whatever 'couse this looks like a mod to NWN2 (Server[Persistent World-PW] with DM's, so you have to role play and stuff. Nwn is great for that kind of thing) and probably they threat it as a mod.
Questions:
Which times you're going to base this on? And which part of Fallout universe?

One thing.Keep it simple.Dont complicate the game.Nobody likes complicate games.

Negative. Fallout is about harsh and it SHOULD BE hard. I'd love to see an extremely hard game. Way more hard than Fonline.
To prove myself I'll say that I'm playing the most of games in a maximum difficulty and this is MUCH more interesting than easy ones.
The only people that like easy games is casuals (which isn't playing Fallout of Fonline for a long time) or noobs. Simple.
