Cause it's easy to be rich at 21 lvl, and when you are rich, you take best guns.

You don't always have to think about the level 21s. Think about new comers, they have a very low array of weapons at their disposal and it would be nice to see a few more Tier 1 or Tier 2 weapons.

A good bit of those aren't available but yeah its still quite a bit of weapons compared to tier 3.
