I Love this Idea! much better then Using the Outpost as a Village, going to be difficult to rise up from level 1, but it'll help set up more relations with players and bring them together to a common goal of making their on upgradeable safe haven. i have a few suggestions to add onto it, i wouldent call the Manager the Village Leader, hes more like... a manager? a Aid? You're (the Founder) the one who's calling the shots right? dosent that make you their leader? also, the NPC Villagers shouldent only be used to just build and consume food, they could also be sent to Scavange too aswell right? go send them to gather junk/wood/ore/Minerals/Food (sounding a bit like Travian/Evony? heheh) but it would increase their possible loss of lifes, which could be increased by sending Armed Escorts with them. maybe even come with them yourself to improve the chances of them returning alive (like Caravan Escorts in FO2).  another suggestion to add on is, maybe a Grid to seperate Player tents/Buildings and the Main Part of the Village, with the the amount of Buildings/tents being increased by an Upgrade option, and the Doors only Accessable to Owners, such as in Hotel Rooms in towns, with Rent like it aswell that could be payed in advance for weeks at most 4 weeks. which goes to the Village Manager to give to the Village Leader, and the Storage Containers inside the Tents/Houses/rooms are actually like the Terminal in the Faction, cept reskins into Drawers/Wardrobes/Chests, that can use the Barter button, like Followers to hold items, so if your rent is up (or a Upgraded Village Map) you dont have to worry about loseing all the items inside, and a Mailbox or NPC Villager next to the entrance Grid for Houseing gives you all your things you left in the storage after your rent expires. another one is Maybe Village Outlook (mostly just Cosmetic and could possibly Attract more ncr Villagers) which could be Upgrade lv1 Tents, lv2 Shacks, lv3, Stone (NCR Like) Buildings, lv4 (most likely the most farfetched and even less of a chance of happening) BoS type Buildings.

 it would take ALOT of work, of course, both Developing for the Developers,  and ALOT of Gathering and crafting for the players, aswell as their own management, but it would make alot of people happy, and alot more to give to the players to do then just blasting eachother for control of PK riddin citys that will be taken away from them sooner or later by another group. Which would still be Profitable, but some of us just want to be left alone and not killed even for just minding our own busness in an unguarded town, of course i wouldent suggest haveing HQ Ores and Mins comeing from anywere else. infact, if a village needs to upgrade passed a higher level of Contruction, their going to need HQ Materials, to make them, so you cant all together avoid Pk'ers in the Mines.  and as some others have said, it'll attract more people to the Game all together.

Again, Love the Village Idea! and if it happens, i'll be one of the first to jump aboard making the village with my friends,and hope that many Peaceful people come and trade and maybe even settle down within our village if any of this is implemented. My Dream of a Player Safe Village hasent been Destroyed yet, and as soon as i came back to Fonline, i bought a Outpost base and Currently right now its being used as a base... but when we can get a new base to store things in, the Gray Rock Village will be Up again! and if this IS Implemented, the Village will be stronger then ever! (minus DOC SPAD and his raiding ways)
